Course Purpose

This course is an overview of the Earned Value Management System. This course provides the fundamental principles of earned value, along with numerous exercises to reinforce application, but will not be directed to the details of the daily operations. Participants will gain valuable insight into successful planning and management and the key drivers for improving value in today’s acquisition process.

Background

Earned Value Management (EVM) is a simple concept that can deliver high-value results. Recent directives from the Office of Management and Budget (OMB) require the use of EVM in all major government programs.

Target Audience

Government personnel engaged in the preand post-award activities dealing with the determination to include EVM as a contractual requirement and to understand the reports generated and delivered to the government by the contractor. Personnel that should attend this course will include personnel in the following disciplines: contracting, contracting officer representatives, program or project management, and others desiring to understand the fundamental principles for using this effective management tool in making proactive business decisions.

COURSE OBJECTIVES
  • Plan all work prior to beginning it
  • Measure performance based on an objective set of criteria
  • Analyze schedule status and projections using a time phased network
  • Analyze the expenditure of funds in light of the work accomplished (not work scheduled)
  • Isolate problems:
    • Quantify technical problems within the context of cost and schedule parameters
    • This is not aimed at replacing or changing the process for technical problem detection
  • Forecast completion date and final cost
  • Take corrective action
  • Maintain disciplined control of the performance measurement baseline
